WTH New Anthur Elebor?

I simply cannot find this boatman to take me to Port Malan. I would like to get some items from the Observatory but I cannot find any way to get there!!

Is it even possible? I don't think that you can find someone in New anthur who can take you to Port Malan. You have to fight your way to get there and you have to walk.
There is a way to get from Port Malan to New anthur, but I don't know a quick way in the other direction

Elebor can't take anyone TO Port Malan....he resides in Port Malan and can take players to New Anthur but not the other way around

Get those walking boots on (or use a teleport).

From New Garand, head three maps east than one map south.
From New Annthur, head two maps south. Note number of maps might vary depending on how you want to count, but either way you end up at the coast line.

You can also recall to Port Malan as soon as you enter Nilomar Cape, so it's not a long walk actually.
