I had recently started a new game. When I was level 4 or so, I found a random encounter in the road, an assasin sent by the Purple Crown guys. But I had not yet met them, they're supposedly waiting for me in the town, ain't them? so I am not sure if I'm just being too nitpicky, it may be a bug, or maybe the encounters engine isn't that flexible?
