My suggestion for making longsword viable is to make using a shield beneficial to warriors. Perhaps a 50% chance to block each attack for half damage. The Shield Bash bonuses could be improved, longer duration stun for instance. Maybe an ability which makes sword and board "cool". Like Taunt and Tank where you gain defense, dmg absorption, hold aggro and maybe you can't attack but frees up a companion to attack at will.
Make cool shields with a strength based requirement.
The problem isn't the sword, it's the effectiveness of the board.
It's both. The problem with shields is that they don't grow in effectiveness as well as weapons grow in damage as you get to better and better equipment.
If you look at 2h weapons, an Iron Greatsword is 4-11 damage. Steel is 5-13, and Bluesteel is 6-15. All of these get multipliers from skills to be much more effective.
1h longswords are Iron 3-8, Steel 4-9, and Bluesteel 4-10. They don't grow as well, and that's a problem.
If you look at shields, the lowest shield is 1 armor, the highest is 3 armor. All the defensive skills are really weak, even for a Warrior. (for example, does anyone use Resilience? 60s cooldown is terrible).
At endgame, losing 3 armor points (and some minor resistances) to switch to 2h isn't a big deal. Losing that much base damage to switch to a shield is a huge deal.
There's also the issue that light weapons with agility do more damage than 1h weapons with strength.
