Varaol in imperial coast

I traveled to the imperial coast and found a guy named Varaol. It seems like a quest.. Lots of dialogue and then he basically tells me to go away? Can anyone plz she'd some light on this. Thx!

Quest can be obtained at the docks in new Garad (the old man fishing)

If you have the quest, look in the barrel on the dock near Varaol

A boy was kidnapped by Varaol and wrote a note asking for help that was found by the fisherman in New Garad, if you have the quest you can look at the barrel on the dock near Varoal realize this is where the bottle was went from and confront Varaol and his men, kill them and look in the chest, freeing the young boy. Return to new garad and tell the fisherman.
