What if I kill him at dragon coast I don't have high enough PER to pass the checks

As a general rule, if you kill a NPC, he or she won't be around later in the game. For good or bad. Anymore than that is a spoiler.

Don't worry about spoilers, I just want to know if killing him at dragon coast will ruin ending or will I be less rewarded

You won't be less rewarded, you can still achieve the peaceful ending, but

you MUST pass all the other checks. Int, Per, Awa 5 and Data Pad.If you choose the tougher route, Valerian won't be there in the final fight. That's all.

But if he doesn't drop his axe can I get it any other way?

His axe isn't unique. I've found another off a monster drop in the sunken citadel I recall.

Valerian drops an Axe of the Depths, an uncommon 2-H axe that also drops elsewhere.

When I killed him, he dropped Thuramian Breastplate

I killed him for the Thuramian Breastplate (collectionist ) as its a unique drop, later realizing how difficult this choice made it for me to defeat a certain beastie bug...

So if u decide to kill Valeran, go for evil or peaceful ending.
