This isn't something that I discovered myself but it was discovered by someone on the discord.
First of all, trait boosting gear/potions can increase the hit chance of a character, which means that they can get a talent that they normally wouldn't get access to.
For example, if you want to learn battle tide, which need a melee proficiency at 70+ but you only have 68, you can drink a potion or put on a belt to get enough to gain the talent.
Also, now that there is an INT boosting belt, there is another permanent benefit that you can get which probably isn't intentional.
It raises the spell limit, so you could go above your natural spell limit by just passing the belt along every of your magical party members.
