Town hall quests

I seems like town hall quests are (finally) generated randomly, as it was announced some time ago - but I found that not in all towns.

I see new quests in New Garand, Kingsbridge, Lannegar and New Anthur - but still not in Rhöneis.

There are a limited amouth of town quests. Every update brings more. Rhoneis is a small town it probably doesn't need a lot of things done.

But Rhöneis is currently only one town belongiong to Ilmara. And if most town hall quests by Mercia have a negative effect on reputation with Ilmara, Rhöneis deserve more town hall quests.

Other way is in positive reputation for killing some rumor bosses (in case of Ilmara it is killing of undead ones) - as is discussed elsewhere.
