Town Hall Quests Do Not Increase Varsilia Reputation

My current rep with Varsilia is 97 (it was at 100 but I did a Mercia town hall quest and it was deducted there). I tried to get it to 100 again by completing a few New Garand and Kingsbridge TH quests but I just got gold, exp, and Kingsbridge rep from them. No Varsilia rep. Am I doing something wrong? I wanna know if I can still grind for more Varsilia rep as I'm planning to complete a lot of Mercia TH quests. Any help would be appreciated.
Ps. Im at lvl 19 just in case this info matters.

The max rep you need is 60. And once you have triggered (not even finished) the relevant quests you can let it drop.

PS, there are limits to how much rep you can get from Townhall quests.
