Does one of the Ilmara quests have to be done in Nivaria? I am trying to have the reputation be very balanced so I was going to do 23 in fogas and 14 in rhoneis. But I've done 36 of the 37 and have 1 left to do but it only ever seems to be available at Nivaria.
