Not entirely sure its a bug, But...
I was going from Kingsbridge to New Garland. at the bridge leading from Southern BlueMist River to New Garlands Farmland. I ran across a Travelling Alchemist with a [?] for a picture. When attempting to talk to the NPC it says on the screen "This person will not talk to you". Killed all enemies on the screen tried again. nothing. All quest currently able to complete are completed. I left and went to New Garland and came back through after sleeping at in for 12 hours. Same NPC was still there with the same dialogue.
Lvl 12 rouge archer on hard mode
