The price of freedom (quest in limbo)

That quest has been part of the game for a long time and this is the first time I've heard of this issue, and we had to willfully try to break the quest to find out about it.

Maybe a quest out-come can be added to address this issue. Maybe one that pisses off both the rescue squad and the guard? Something about fleeting from duty????

I -think- a similar issue might exist for all the early / quick quests that don't have middle-of-a-fight journal updates.
