Wait... did you not get your Library Card? It's a rare drop from beating the Unweakened Undermother while wearing the Crown of Tol or killing a werewolf with a silver bullet from the Blessed Arquebus 
I think some of the Library is open to "Loreseekers" that are game testers for unreleased part of the game.... And some of the Library, like so many other parts of the game (basement to the first mine etc) are in the limbo of "still in development"

Library probably will be sometime after v1.0, at the moment there's no fixed date, or sure information, but it will be.
Till then, use wiki, it has really great and useful info that surpasses library (or maybe not...).
