So i talked to horton a while back, heard his tales about Urthagar and the cult about him, find him a bit of a coward and refuse his offer, and he told me i wouldn't find urthagar without him.
Later i found the cult, the autel and the moonlight brew by killing them. I interact with the autel, but it said urthagar won't come, i try thing with the brew nothing, so i decided to keep looking for what i'm missing by myself.
after a while, not finding anything i decide to go back to horton to know what to do aaaaaand he tell me : "I don't have any more information on urthagar; now please hurry up and go hunt that monster for me!" my only option being to leave. i check my journal, 2 entries : the one saying i'm not decided yet to help horton and the one about the brew
""
a bit lacking it seems no?
Seems that finding the autel and brew without accepting the quest properly stuck me in an in-between where i lack info and i can't accept quest from horton anymore. Now, I don't have explored everything yet, so i hope i can still find what's missing by myself and finish the quest, but at the least Horton shouldn't recognise me as having accepted his quest as i denied him, and i should be able to accept and get information about the quest from him.

yeah, it's clearly broken. Don't worry, I'll fix it retroactively

I found another bug with this quest where it is possible to summon Urthagar without ever getting the moonlight brew.

I accepted the quest from Horton and found the altar during the day, so no enemies were present. I interacted with it and also passed the skill check (I think it was Runes & Arcana), but couldn't do anything else during daylight. So I returned shortly after sunset. There were still no enemies (they seem to spawn only later in the night), but this time I was able to interact with the altar and could start the ritual. The dialog suggested that I already had the brew, altough I never got it in the first place.

I could provide a savegame if it helps.

thanks, if it's a save prior to your second interaction with the altar, it can help.

EDIT: I have studied the scripted logic in the dialogue and I found a loophole that could result in what you describe. No need for a save, I'll just upload a new build later today if you want to check.

Seems like you fixed the loophole. I couldn't reproduce the issue anymore with the latest build.
