I found out that if you teleport there after being confronted by the wizard in kingsbridge with aron for taking his orb the penalty will cause this npc to attack you.
If you kill him by accident he will not respawn and will leave you with cold trail and the ice mist and arcainist options un able to complete.
I didn't kill him on mine but ran from him and he will dissapear if he's made angry towards you which is strange.

That is a bit of a brutal outcome.

The Mad Wizard was added to the game years before Solida so the exact issue you had is more accidental than planned.... I think.

I would support not having Soliga guards attack you at that point, but that's a developer only thing.

Killing an old man on the street is going to have consequences, but it does seem the Mad Wizard has the most brutal issue on game play.
