I can verify the kevlar vest drops in the deepest chests of the reactor level. I think there are 3-4 it can come from. It has the lowest drop rate of all the class armor. I guess rogues have to pay something for the assassinate skill 
The 50k will come easy if you farm for end game gear in Ark/Sunken Citadel. The belt is worth it. It provides the highest combo of dph, hp and ac for a rogue, even a light weapon one.
Farming the main level and reactor level completely should give you enough time to reset the mobs and chests once you make a complete run in one of the maps. If you trade your small batteries for larges you can also use recoveries rather than living exclusively on potions.
