Entrance is tied to a quest (A Mysterious Letter/A Key to the Past). You need to progress further. You'll know when its time to head there.

Have you completed the looking into location quest with the loreseekers ? If not it won't trigger, also you will need the key off the body of the magistrate in new garand. The key won't spawn unless you have the letter in your inventory.
