I think you need the same/lowest level, goblins=lvl<6
Orc king=lvl6-12
Troll king,manticore=lvl12-14
Giant=lvl15
3dragons,lich=lvl>16

i forgot minautor king lvl=+/- 14

And you can get the lower ones
Ex: level22 warrior can get manticore or troll

Thats just an estimate, can anyone wiki if it exist or confirm what level what boss for inn rumors, thanks guys.

That's what I could deduce (no guarantee):

Ursan Chief: Lvl 11-13
Minotaur Warlord: Lvl 11+
Skeletal Warlord: Lvl 11+

Elder Troll: Lvl 11-13
Troll Marauder: Lvl 14+

Hill Giant: Lvl 11-13
Giant Chieftain: Lvl 14+

Manticore: Lvl 11+
Great Manticore: Lvl 14+

Green Dragon: Lvl 12+
White Dragon: Lvl 14+
Red Dragon: Lvl 16+

Lich: Lvl 16+

Note that the spawn chance changes for some rumor bosses with higher player levels (they become more likely). Also, some of them get companions added at higher levels.
