My rep in Varsilia hit 100. Then I took a hit against it with the new townhall quests in Mercia and now I can not get it to go back up again

You max out at +70 from Town Hall quests... you will need to run other quests in Varsilia (New Anhur when it comes out in the upcoming updates) to get your reputation to go up...

Unless I am incorrect and you should be able to do more THs to get it back up.... but based on what David has said in the past I do not believe that to be the case.
