RED KEYS. Question

I i was wondering , is there any other way to steal-get the red keys(1-2). after doing the snake gang quest having helped the mayor, and the dont kill the messenger with the guy dead?

At this time, there seems to be no way to access the key in the bank without robbing the bank and no way to access the key the thief in Freetown if you killed him in New Garland's farmland.

A quick correction in order to avoid confusion for a brand new player. The guy that later has the key is in knightsbridge, not new garland farmlands.
