Many of these are POSSIBLE drops on existing bosses, but that's partly why rumor bosses exist: so you can get catch-up on missed equipment.

Combative Random Encounters and Rumor Bosses spawn in the background once the in-game requirements are meant (mostly character level). For the longest time, I made it a point to always have a fire weapon with me just in case I stumbled across a random troll that way.

Also, I once ran into a Rumor Boss Lich totally by accident, when I was low on health and fleeing a mob.

I have killed a lot of rumor bosses but not a single one of them was a lich.

Keep getting gossip. Liches only appear in certain crypts.

They also don't start appearing until after level 16.
