Is Icicle the best weapon for rogues in the game?

Primal Icicle probably is. (Which is different than the new icicle drop)

Beyond that its harder to say. A number of top Rogue melee weapons are.

Stiletto
Icicle
Devourer Sting
Sonnet
Troll Cleaver
...and probably a couple others I'm spacing

Point is, it's hard to say which of those is best. Stat wise it's probably Stiletto... But personally I prefer Icicle, Sonnet, and one of my favorites is Devourer Sting.

Others swear by troll cleaver... So yeah
