Prodigal Daughter only triggers when Shards of Fate is active.
Thus, you can't trigger it after completing Shards of Fate. As soon as the 12th shard is put into the mirror, you loose the ability to start the quest.
You can't fight the Flame Prophet, either, as that dialog option appears during Prodigal Daughter
