Problem with Entering Icemist city

hi, i'm trying to enter the icemist city but that conjurer that should let me enter after finishing all the quests of the wizard guild in the four enclaves my repution is +16 but he doesn't let me enter sayin that i should get him the orb of shadows :x :x and 10,000 gold . i don't know how to get the orb of shadows after "a mad wizard " quest . im lvl 23 cleric .
