Princess of the river

So i'm so stuck in this quest.... I cleared every mob in the imperial fortress and looked in every place i can find, i can only imagine that the end of this quest lies beyond the bridge that is activated with the lever but when i try to press the lever it says it is stuck, i am obviously missing something somewhere, can anyone tell me what that might be please?????

You have to talk to the princess Elleira located just south of the coastline of the fortress to continue the Quest plot

I didnt even talk to her shes crazy, how the heck did she even get there with all the ursans and bears everywhere?
