Orc Battle Plans Not Dropping?

The orc battle plans for the quest "the best plan" are not dropping for me. I've killed hundreds of orcs around the fort and nothing. I remember them dropping fairly quickly when I did the quest on my warrior.

Don't focus only around the fort, or even orcs... sometimes can be found in chests, and even on nearby maps...

"respawned" monsters don't drop anything, just explore the orc lair and you have a high chance of finding it.

Finally got it after clearing all of Kingsbridge 5 times.

Speaking of this David a minor thought the quest and journal both mention orc "couriers" I have yet to encounter one lol but I've gotten the plans multiple times from random orcs

Couriers are just some one carrying a package or letter for someone else. So anytime you found a Battleplan on an orc, you found a courier.

The dialogue can lead to the possible assumption that there may be a specific unit named 'Orc Courier' you have to track down.
I was lucky that I found a battleplan while clearing S. Bluemist before ever setting foot in KB.

A slight addition/alteration to the dialogue could be considered for clarification.

I've spent hours farming orcs (many lives as well) have not found a one on my rogue... or any of my character for that matter... I've killed hundreds if you count the times I've dies lol... no drop...

Bad luck. I've found clearing the outer ring of the Orc Lair will almost always net me at least one after 3 circuits.
