A couple of times in the past week I've tracked down Rumor Bosses and killed them but got no loot whatsoever from them; one was from a Giant Chieftan and the other was a Minotaur Warlord (though one of the other Minotaurs accompanying him did drop a Minotaur Axe). Is this normal, is there a built-in chance of getting nothing from them, or was this a bug?

Of course, there always can be a bug if you know that character for sure should drop something. But, AFAIK rumor bosses don't have sure drops. I may be mistaken...

Still every boss and enemie is only a calculated chance of getting loot..... if it was a standard thing then it would not be fun to playing if you know what guy drops what item....
With only a chance % we all need to fight our way to the top and that keeps up addicted and staying to play so to answer your question yes you always have a chance of getting nothing and serious.... keep it this way.....
