New Garand sewers

Am I missing something? Because no matter which entrance I try, I'm never given the option of actually going in. I'm just told it smells bad and then I have to leave. I'm assuming I'm doing something wrong.

Not wrong, just ahead of the curve. Access to the sewers is only available after reaching a certain point in the quest A mysterious letter. You will know it when you reach it.
