Mercenary bug

Is there a bug with the random mercenary levels? It use to be that paying higher gold you got a higher level mercenary. However I haven't seen any higher than level 7 even though to cost to recruit them co finally increases as my character levels up.

Don't know if it's a bug or nah I can't find more information about mercenaries in the Wiki it's just says that their level isn't based on how high their hiring fee. The highest mercenary that I hire wears chain mail (I forgot the level of that mercenary I don't know if it's 10 or 9).

Where did you hire him? I’ve never seen a mercenary past lvl 7

If I remember correctly it was a random mercenary that spawn from the road at imperial coast
