Short answer: maybe.
Long answer: There's another wave of content planned loosely for next year.... Maybe the lower level will get added than.... maybe.
There are a few places in the game where things were added to allow future content to be dovetailed into the game. Some of them were used. Some of them weren't. The game was developed over years, so plans changed.... or that's the story David the Developer keeps saying.
(Personally, I think the Developer has a friguld rum problem. Every time he passes out at the New Garand docks, he seems to forget the next part of the game. We tried to have an intervention, but he just turned out characters into Level 1 goblins.... Pesky old school Dungeon Masters think they're the gods of their little realities.... )

On my 1st game ,i remember to search during hours how to access to ths 2nd level in lannegar s mine lol.
That was before to look at the wiki. (A big mistake, because now i look at it so more that i would want to do :S ).
I love games with a lot of secrets to discover. But only if they are not impossible or really too difficult to find of course.
And for that exiled kingdom is very good.
So often we can go back in past area to find new things that we couldn t find before (secret doors for exemple)
