Leather pouch at Nekhar Valley

Did anybody notice the leather pouch at the eastmost reachable part of the river in Nekhar Valley?

Standing there, you can see it and reach it barely - but all tries, also with Agility 3 did end with the pouch in the river...

Any idea?

The poch you found holds t he jewels from "Honor among thieves"quest. It takes Agi 4 to be able to retrieve them.
