Jokers bow ?

I do not see it in the wiki.

I think you mean Jesters bow or Jester Bow

Yes, it's listed as *Jester's Bow* on the wiki page for bows...and the location is listed.

Just noticed that the information is kinda misleading on this bow. The chart shows the speed is 18, which is correct. The picture, however, shows the speed is 20. It's not 20, but maybe it used to be???

Yeah. The wiki image was grabbed during the testing phase when Jester's had 20 speed.

We here at the Wiki organization would like to apologize to the Exiled Kingdoms, our fans, and our families who we may have hurt with this confusion. We are taking steps within the organization to ensure that this unspeakable horror is never repeated. Thank you for issuing the apology feldon, I will make sure to flog the daemon who captured that image and failed to update it when the change was made to reflect current statistics... Being as said daemon resides in a dimension I no longer have access to, it might be some time before I can properly discipline him and get him to update this...
