if i wanted to explore and found it up by my self i wouldn't post the Q... if i asked for it. it's probably because i want to know now..

You need to complete quest with loreseekers, so you can access library and also you need to have key from the past completed.

Ask loreseekers' master to investigate for you key, actually its owner (it's also quest). After that, you can access tower, i.e. you get third name to call at tower doors.
