Issue with the quest "Head Hunting"

Hi folks,
I have an issue with the quest "Head Hunting", as you know to start this quest you must have 'friendly' or higher reputation in Lannegar. Im alrealdy friendly but I cant start this quest...

additional info:
im a warrior level 16 and I have already completed all the quests (I only need to find 6 black shard by rumor bosses)

can you help me? what I should to do?
