improvement in Stealth

Hey David! :D there is some chance (in a technical update before 1.1) of improving stealth cooldown, it is actually really big and limits smoke bomb a lot, so I think it should have (in lvl 3) a cooldown of 15 sec. that would allow the player to make builds based on this skill.

I have actually felt rather strongly about this... since forever.

Smoke bomb finally gives rogues an incentive to take more than 1 level of stealth... But really, the cooldown for a rogue's most unique and defining skill is absurdly limiting.

Rogues don't need to deal more damage or tank, or crowd control.... But they should be able to sneak at will.

Hopefully, rogues can one day get a feature or item that will reduce the cool down of their stealth skill. But even without it rogues are an enjoyable and rewarding class to play as.
