Ilmara Quests Ceased?

Do the Ilmara quests stop at some point? I seem to have hit a wall in quests in any of the three Ilmara towns since none have had a quest in a long time. I have slept at inns, completed quests elsewhere, etc, but still no change.

This has been mentioned before and I'm pretty sure the response was: there is a limit to quests for Ilmara ~20 or so. David mentioned that he'd look into it or something to that nature. (can't remember off the top of my head)
I believe there's a limit on all the Town Hall quests per kingdom, however, I haven't been able to finish my testing table to verify (stupid broken phone ).

Ilmara is the most common kingdom because everyone is trying to reach the rep for the Nivarian house.

Currently, there should only be 18 bounty hunts and 4 hunts for remains in Ilmara, so 22 in total.
