I already got 30 rep points so how can i get inside the royal palace. Some governor is asking a question

The actual royal palace has not been developed yet. Only the Royal Courtyard is currently available.

Current content requires you speak w the governor for two things: your house in NG and the quest 3 v 11.

Aside of that audience is not available (at all, not only in New Garand), question is not how to gain audience - but why to gain audience.

And it is matter of possible next story quests.
