how do I get to dragon mountains?

how do I get to dragon mountains, when I talk to the NPC the option does not appear, is it some mission that I have to complete?

You only get there in the course of the main quest The Ark of Lothasan, which can only be started after finishing The Shards of Fate.
So depending on where in the main story you are, it might still be a long way...
