Hirge and brother Gabriel suddenly missing

Aww, I just wanted to complete the remaining quests after my first playthrough, and I need Hirge to the sacred weapons quest.

But now both her and Gabriel is gone from New Garand.

Is this a bug?

I've had her as companion a single time and then sent her back to New Garand (I prefer Grissenda). Could this have changed anything?

Did you complete "Three versus Eleven" recently? After doing that quest, you win over the nearby temple for the church of the Three and they all move in there.

Can you check if you can find Hirge and brother Gabriel if you check inside of the temple?

Have you finished the 3 vs 11 quest?
Once you did so, they would be inside the newgarrand temple
