You complete the quests for each Wizard Tower:
An Easy Job for the Saga Enclave
Important Research for the Inori Enclave
Outstanding Apprentice in the Iron Enclave
Stopping Prejudice for the Great Plains Enclave

Than you access Icemist City and join the Wizard's guild there.

Note, that because you have to complete the four quests above, and have positive reputation with Thuram, the Wizard's guild is considered the hardest guild to join. Note, that only Wizards can join the wizard's guild. And wizards SHOULD ONLY join the wizard's guild.
