Actually, old purchases are recognized by Google Play, or at least they have been recognized until now. Make sure you have Google Play updated and you have the same account (check the purchase history, the game must be listed there)

I've tried this. Even from other devices , I tried vpn , tried factory reset , tried changing my wallet to another country . All this did not give results

Sorry, I guess that it's some issue with Google Play. I know that Google does not offer much help, you can ask in their forums.
