I had it load on the restore purchase button for an HOUR and it didn’t workBest guess: If you're logged into your Apple account, log in and select Restore Purchase from the Store button on the main menu.
Android devices sometimes have issues with the account manager if multiple accounts use the same device. Not sure if that applies to Apple products. See here for FAQ on that this topic.

Ye, it’s working now, thanks!Then it must work. Try to log out and log in again in the device that fails to activate, then again Restore Purchase. If it fails, email me at [email protected] with screenshots showing the appleid in both devices and the license window in both devices.
