forgotten lore quest trouble

hi all. hoping someone can shed some light on what im doing wrong haha.. current quest forgotten lore.. quest states " I rrturned zaniels joural to anton..still needs to find the third lorekeeper"...........except she does not spawn in the jail cell where she has previously done on alt characters..have I missed something this time haha?

Step before jail cell is the journal on a corpse in Deadwood, done that one already?

pretty sure I have as it is telling me to locate the 3rd lorekeeper. but I will go back and retrace my steps just to make sure

Speak with Anton again. He will actually give you the name. The journal will show a different entry.
