Fire Salts. Do they drop?

Hello, I've been quietly lurking here for the month I've been testing the game. But I think I need help to solve a quest, or maybe it's broken or incomplete yet...

I'm playing a level 7 Warrior and I'm a bit stuck with the part where the librarian in New Garand asks you for Fire Salts. I've never seen that item dropped before, and I think I've visited all the areas currently working in the game... so, spoil me please, where do they drop?

I'll partially spoil. I added them to the game in .718, so it's entirely likely they now drop from monsters that you already know...

Okay..i had found one fire salt but I forgot which mob dropped it. I kept killing any mob associated with fire for days(in game) but not a single fire salt dropped. Could I please have the name of the mob that drops it?

I'm a level 21 and recapping on my old quest. The Fire PITS Are completed And I Cant Find Any Fire salts since the pits are empty. I need 10 fire salts to complete the third signature on a petition quest for the governor in New Garand. What can I do at this point? I can't proceed with the quest. Thanks for input.
