Seeking Clarification on Varannari Witch bounties.

This popped up previously in the thread, but some bounties for the Witches results in a negative Varannari reputation.

If the bounty for a Warannari Witch is described as "rebel leader", it results in negative Varannari reputation.
Ex. Witch Emerald Mist for Freetown Town Hall. --> -5 V. Rep, +2 Freetown Rep.

If the the bounty for a Varannari Witch is described as "Heretical Witch"
Ex. Witch Rexea for Nivarian. --> +2 Nivarian Rep. No penalty.

For both "rebel" and "heretical" witches, they attack with death magic and appear to be the same corrupted type Laughing Deer urges you to cleanse for the forest.

Is this delibrate or did "heretical" witches get lumped up with "escape slaves" in the rewards?
