The error is caused by server, only thing that David can do is inform server provider and wait that they solve it. Also, server provider may have some monitoring software that informs him (them) about problem, but I can't tell this for sure.
I see it also from time to time.
Only solution is for us is to wait that they sort it out.
This particular error is because at the moment there was too many sql connections. Probably because EK is hosted on shared server, where there resources are limited. You can see other similar errors caused because of it, or some other problem with server.
