That is a door near to the lever in the Sewer who doesn't open. How can I open it?

It looks like you're talking about an area not currently in the game. There are places that are on the map to help flush out an area (buildings inside a city, for example), and some areas where content could be added later. Keep in mind the game was under development for several years.
