Dead God Quest

It says I need a réputation of at least 20 in Ilmara to get this quest??? I have done all quests listed and town halls to attain and still only at level15 in Ilmara please help.

So? You have to do the townhall quests for reputation

If you're a cleric (with guild the three) you can enter it without the reputation needed (teleportation from new grand temple)

The required reputation of 20 needed with Ilmara can be earned through completing Defending the Outpost; The Moon Children; and The Cursed Abbey quests. This will raise your total by +7, the rest can be gained from town hall quests in Fögas, Rhöneis (City), or Nivarian. (Town Hall quests in Nivarian count for +2 reputation with Ilmara, while in the other towns they only count for +1.) You will also need a reputation of 15 with The Three, which can be gained through the quests given at Shrines of the Three.

2) How many Town Hall Quests have you done in Ilmara, or better yet, from Nivarian?

3) Have you failed any quests? Failed any Town Hall Quests?

4) Have you completed any quests or Town Hall Quests with adverse impacts on Ilmara reputation? Say, hunting down escaped slaves, freeing a ghost in Nivarian without killing it?

Yeah it says no quests available in all towns in ilmara as i did fail a few before i realized i could keep asking at the same tavern. Lol

Check the "fine" status at Town Hall's that have failed quests?

It seems the town hall quests replinish after a while.... I did not know that and now i do sorry!!

Yes, they do. They have a random cycle so it's not easy to predict which ones will appear where. Sometimes you need to rotate to another City for a bit.
