Consistent town hall quest error

Three times now the quest for a hag from new town hall in the highlands has resulted in a normal encounter instead of quest. The issue seems to be with any quest to the southeast corner of the map. The hag is never there, just a normal encounter. Anyone else experience this?

I have discovered it is a language issue? The hag is actually in the Thyrr Mountains, same place, although the quest has her in the highlands.
