completing urzuganar lair before usham arok

Hi,

I accidentally wandered into Urzuganar lair and finished it. Then found Usham Arok.
After going back to the lair, i couldn't find Niur. (all within a day). Going back to the lair again, all enemies were dead.
Is it a bug? or do i need to do something else?

Just rest for 12h (Inn) , that will respawn the area
