-% chance to hit

When using weak weapons against opponents with strong armor it can display a -3% chance to hit, although not sure if this really matters as it seems to just function the same as a 0% chance to hit

Negative Success chances are a thing for skill checks aswell. Them and over 100% are markers of how much the success chance need to be adjusted for there to be a chance/chance of failure.

"need to be adjusted" is a strong statement that might not be reflective of the Developer's goals.

There's pros-and-cons of having an ever present chance of failure.

It is not a comment of the dev's goals. It is a comment of the players position. If the player wants to succeed at something that has a negative then they need to adjust it by ethier buffing thier ability or reducing the difficulty(in the case of an attack debuff the enemy or flanking/rear attack).

If it is over 100% then that is how much they could safetly lose without actually having a chance to fail or how much they would have to impeed the enemy before they would have a chance to fail.
